The Arithmetic That Should Alarm Us — India's Learning Crisis as a Solvency Problem
India enrols nearly every child and half leave unable to do grade-level mathematics. Why the learning crisis is now a fiscal question — and the five structural corrections it requires.
India solved the access problem and lost the learning one. The window to fix it is closing faster than the system is changing.
India runs the largest school system on earth: 14.71 lakh schools, 24.69 crore students and 1.01 crore teachers, on NITI Aayog's May 2026 count. Almost every child now enters it. Roughly half leave it unable to do the mathematics of the grade they have passed. By Grade 9 the national average score in mathematics is 37 per cent, on the PARAKH Rashtriya Sarvekshan 2024. Graduates face an unemployment rate of 11.2 per cent against a national figure of 3.1 per cent, on PLFS data for calendar year 2025. And the demographic window that makes all of this survivable begins to narrow within this decade.
India is not facing an education problem. It is facing a compounding one, and compounding problems are cheapest to fix early.

Five findings anchor this analysis:
- Enrolment succeeded; learning did not follow. Primary-level dropout has fallen to 0.3 per cent nationally. Pre-primary enrolment among three-year-olds rose from 68.1 per cent in 2018 to 77.4 per cent in 2024 (ASER). Higher education enrolment reached 4.50 crore in 2023–24, with the Gross Enrolment Ratio at 30.0 against 23.7 a decade earlier (AISHE). Yet in PARAKH's December 2024 assessment of 21.15 lakh students, performance fell as students climbed: mathematics scored 60 per cent in Grade 3, 46 per cent in Grade 6 and 37 per cent in Grade 9.
- The deficit is foundational, not curricular. Only 29 per cent of Grade 9 students could apply the concept of percentage to a problem. In ASER's 2023 survey of 14- to 18-year-olds, over a quarter could not read a Grade 2 text in their own language and 56.7 per cent could not perform basic division. The system does not lose children; it loses their learning, gradually, and certifies them anyway.
- The school map is built for attrition. India has 7.3 lakh primary schools and only 1.42 lakh secondary schools; about 5 per cent of schools offer continuous education from Grade 1 to Grade 12. Dropout rises from 0.3 per cent at primary to 3.5 per cent at upper primary to 11.5 per cent at secondary. Higher secondary GER is 58.4 per cent nationally and 38.1 per cent in Bihar.
- Teacher supply is a distribution and capability problem, not a headcount problem. Around 1.04 lakh schools — over 7 per cent — run on a single teacher handling multiple grades, administration and the mid-day meal. More than a third of schools have fewer than 50 students. Bihar alone reports over 2.08 lakh elementary-level vacancies, and roughly 14 per cent of planned teaching days are lost to election duty, surveys and other non-academic assignments.
- The financing commitment has been restated for fifty-eight years and never met. Combined Centre-and-state budgeted expenditure by education departments has run at roughly 2.7–2.9 per cent of GDP in recent Economic Surveys; the broader World Bank measure of general government expenditure on education put India near 4.1 per cent of GDP in 2022, and Azim Premji University's June 2026 welfare handbook at about 4 per cent. Every measure sits below the 6 per cent target restated since 1968 and reaffirmed in NEP 2020.
Four faults in the architecture, not the effort
The temptation is to read these numbers as a story about lazy teaching or indifferent parents. The evidence points somewhere less comfortable: the structure itself is misbuilt.
The system is shaped like a pyramid; children need a cylinder. A child is obliged to change institutions — often village, often language of instruction, often peer group — after Grade 5, Grade 8 and Grade 10. Every transition is an exit opportunity, and the dropout curve tracks the transitions precisely. NITI Aayog's recommendation of a "cylindrical" composite-school model is not an aesthetic preference; it is a response to attrition engineered into the map.
Teachers do not securely hold the content they teach. Only 10–15 per cent of candidates clear the 60 per cent threshold in CTET and state teacher eligibility tests, with average marks in primary-level mathematics near 46 per cent. NITI Aayog's SATH-E programme found many teachers scoring below 60–70 per cent on the subject papers of the very grades they teach. No pedagogy reform survives contact with a teacher who does not hold the content.
Parents have voted on quality, and the market has not supplied it either. Government school enrolment share fell from 71 per cent in 2005 to 49.24 per cent in 2024–25; for the first time, most Indian children are not in government schools. This is usually narrated as public failure and private rescue, and the data resists that reading: NITI Aayog found that 35 per cent of Grade 5 students in low-fee private schools cannot read a Grade 2 textbook and 60 per cent cannot solve a basic division problem. Parents choose on proxies — English-medium signage, a digital board, perceived discipline — because no credible school-level learning signal exists. A market without information does not produce quality; it produces marketing.
The scheme that carries the reform is being thinned. Samagra Shiksha's share of the school education department's budget fell from 62 per cent in 2019–20 to 51 per cent in 2025–26. Reform ambition has risen while the instrument that delivers it has shrunk as a share of the budget.
The cost, stated in economic terms
Three numbers make the case that this is a growth question, not a social-sector one.
Graduate unemployment at 11.2 per cent. PLFS data for 2025 puts overall unemployment at 3.1 per cent, graduates at 11.2 per cent, post-graduates at 10 per cent, and those with secondary education or above at 6.5 per cent. Unemployment rises with credentials — the signature of a system producing certificates the economy does not recognise as capability.
Higher education growth is decelerating at 30 per cent GER. Enrolment added about 3.7 lakh students in 2023–24, roughly a fifth of the 13 lakh added the previous year. NEP 2020 targets 50 per cent GER by 2035; on the current trajectory that requires a step change, not an extrapolation.
The demographic clock. UN projections indicate India's working-age share peaks within the next few years, with the absolute 15–60 population peaking near 1.04 billion around 2040. Carnegie's April 2026 analysis places the dependency-ratio trough between 2030 and 2040, with the window beginning to close around 2051. A child entering Grade 1 in 2026 enters the labour market around 2043 — at the far edge of that window. The cohort that will be asked to fund India's ageing is in primary school now, and 37 per cent average mathematics is what we are equipping it with.
The honest counter-case
Rigour requires stating the opposing view, and it is not weak. Foundational learning is genuinely recovering. ASER 2024 recorded improvement across states after the pandemic collapse, and the gains were driven by government schools: Grade 3 students able to do subtraction rose from 20.2 per cent to 27.6 per cent in government schools between 2022 and 2024, a far larger jump than in private schools. That is plausibly NIPUN Bharat working. Access and equity indicators are also improving on their own terms — female GER in higher education has exceeded male for seven consecutive years, and SC and ST enrolment have risen 51 per cent and 76 per cent respectively over a decade.
A reasonable sceptic could argue that NEP 2020 is a decade-long reform still early in implementation, that PARAKH's competency-based design is not strictly comparable with older National Achievement Surveys, and that patience is warranted. That argument deserves a hearing. It does not survive the demographic arithmetic: patience is a strategy with a deadline, and the deadline is roughly 2040.
What we would do
Not more schemes. Five structural shifts, each measurable.
- Consolidate the school map. Move deliberately toward composite Grade 1–12 institutions and away from unviable sub-50-student schools, with transport, residential and safeguarding provisions rather than closure by neglect.
- Treat teaching as a profession with a career. Structured progression from teacher to master to mentor, subject-mastery certification rather than eligibility screening alone, and a statutory ring-fence protecting instructional days from administrative duty. Recovering even half of the 14 per cent of teaching days currently lost is the cheapest learning gain available to any state.
- Teach children where they are, not where the syllabus is. Foundational mastery before curricular coverage — the shift NITI Aayog now recommends, and the mechanism behind the measured ASER gains.
- Publish learning, not infrastructure. School-level learning-outcome disclosure for government and private schools alike. Parents choose on proxies because facts are unavailable. Regulate the information, not the fees.
- Fund it and say so. A credible, dated path toward the 6 per cent commitment, with Centre-state cost-sharing renegotiated rather than quietly diluted.
India's education debate is habitually framed as a matter of fairness — and it is. It is now also a matter of solvency. A country cannot become wealthy on the labour of a generation that cannot compute a percentage, and it cannot fund its own ageing on jobs that generation is not qualified to hold. The system is not failing for lack of children, teachers or policy documents. It is failing because a structure built to enrol has never been rebuilt to teach. The dividend is not a gift; it is a loan against a young population, and the repayment date is visible from here.
